Place frozen peas in a saucepan and cover with water. Place uncovered on stove top and bring to a boil. Boil for 3 minutes. Reduce heat, cover and simmer 40 minutes. Drain. In a large skillet, sauté frozen onions and frozen green peppers in oil for 4 minutes. Add cooked peas, tomatoes, soy sauce, chili powder and pepper. Simmer mixture for 10 minutes, stirring occasionally.
