Place frozen carrots in a saucepan and cover with water. Place on stove top and bring to a boil. Boil 3 minutes. Drain. Sauté seasoning blend in butter until tender. Stir in flour, salt, mustard, pepper and milk. Cook and stir until smooth. Grease a 2-quart casserole dish. Make 2 layers each of carrots, cheese and sauce. Top with seasoned bread crumbs. Bake at 350 degrees for 25 to 30 minutes.
