Place cut green beans in a saucepan and cover with water. Place on a stove top and bring to a boil. Boil 3 minutes. Reduce heat, cover and simmer for 5 minutes. Drain. Melt butter in a large skillet. Add onion and celery. Sauté until soft. Add parsley, basil, rosemary, garlic, salt and pepper. Cook, stirring constantly, for 3 minutes. Gently stir in beans. Cook uncovered until beans are thoroughly heated.
