Place frozen carrots in a saucepan and cover with water. Place on stove top and bring to a boil. Boil for 3 minutes. Drain. Sauté onion in butter; stir in flour, salt, mustard, celery salt and pepper. Gradually add milk. Cook, stirring constantly, until thick. Arrange layers of carrots and cheese in a 2-quart, greased casserole dish, ending with carrots. Pour sauce over layers; sprinkle with bread crumbs. Bake at 350 degrees for 25 minutes.
