Place beans, corn, onions and bell peppers in saucepan and cover with water. Place on stove top and bring to a boil. Boil for 3 minutes. Reduce heat, cover and simmer for 15 minutes. Drain. In a large skillet, sauté garlic in melted butter for 3 minutes. Add cooked bean mixture, broth, salt and pepper. Cook mixture for 5 minutes or until liquid evaporates. Remove from heat and add vinegar. Mix well and serve.
